Foreign Legal Consultants (FLC)
A registered Foreign Legal Consultant (FLC) is an attorney or counselor at law (or equivalent) who is licensed in another country and has received a Certificate of Registration from the State Bar of California as a Foreign Legal Consultant.
Once registered, the FLC is permitted to practice law in a limited manner in California. For additional information, read the Foreign Legal Consultant FAQ.
Effective July 1, 2010, an attorney intending to file a FLC application must first register online with The State Bar of California’s Office of Admissions. After registering, an attorney may submit a FLC application.
